* ci: skip setup-go cache on self-hosted runners
The module cache is already local on a persistent self-hosted runner;
archiving ~/go/pkg/mod into cache.tzst at every job's end is pure cost
and can stall (a ~4-minute zstdmt hang was observed on awscli-tests).
runner.environment gates the cache to GitHub-hosted runners only.

* ci: gate the remaining setup-go caches too
The first pass only covered go-version-file steps; go-version steps in
nine workflows (including awscli-tests' own file) kept uploading the
cache archive on self-hosted runners.

* telemetry/server: tidy module dependencies
* ci: make telemetry deploy work on Oracle Linux 7
* ci: install telemetry unit and logrotate on every deploy
* ci: abort telemetry deploy on install failures
ci: build telemetry server from its own module in deploy workflow
telemetry/server has had its own go.mod since #9924, so building
./telemetry/server/main.go from the repo root fails with 'no required
module provides package'. Build from within the module instead.
* build(deps): bump org.apache.zookeeper:zookeeper in /test/java/spark
Bumps org.apache.zookeeper:zookeeper from 3.9.4 to 3.9.5.

* fix: use go-version-file instead of hardcoded Go version in CI workflows
The hardcoded go-version '1.24' is too old for go.mod which requires
go >= 1.25.0, causing build failures in Spark integration tests.
