Chris LuandDevin e27c793508 ci: collect failure logs before cleanup deletes them ...

The always-on cleanup step removed /tmp/seaweedfs before the failure-only
debug step could copy the service logs, so failed runs uploaded nothing.
Run cleanup after log collection.
