Chris Lu 68565fa883 admin: bump a-h/templ to v0.3.1100 to match @latest codegen (#12100) ...

CI installs the templ CLI with `@latest`, which now generates code
calling templruntime.NewAttributeExpression — a symbol added after the
v0.3.1070 runtime pinned in go.mod, breaking `make install` builds on
clean runners. Bump the runtime to v0.3.1100 and regenerate.
