build(deps): bump github.com/seaweedfs/raft from 1.2.1 to 1.2.2 (#11815)

Brings in the raft snapshot-recovery fixes: a recovered follower returns
to Follower so it can campaign when the leader goes away (masters on
ephemeral -mdir no longer wedge leaderless), and currentTerm stays
monotonic and persisted through recovery.
