seaweed-vector: record seaweed-worker-core's toml dependency in Cargo.lock (#12388)

seaweed-worker-core now depends on toml, but the seaweed-vector
workspace lockfile was not refreshed, so cargo build --locked fails
before the S3 Vectors integration tests start.
