Fix stale launch configs to match current project layout

The launch configs still referenced the pre-rename "Car Control Project" tree
via carctl-*.cmd wrappers, so none of them could start anything.

- api-server: run bin/api-server.exe from "API Server" on :8080
- web-app: npm run dev from "Web App/web" on :5173 (post-restructure path)
- panel: npm run dev from "API Server/panel" on :5174, replacing the wrapper
- Drop the phone entry: it served Phone App/build/web from the deleted project
  path and that build directory does not exist here
