Web App: order the fonts @import before Tailwind so Archivo loads

Tailwind v4 inlines @import "tailwindcss" into many rules, which pushed
the Google Fonts @import after them and violated CSS's "imports must come
first" — PostCSS dropped it and the Archivo/DM Mono webfonts never loaded.
Move the fonts import above the Tailwind import.
